My experience with getting an appointment in Lima in January:
I had filled out the form several days earlier, you can enter your passport/birthday information on the first page and almost everything is saved. I was on the appointment page and switched the site to Lima at 8:00. Instead of the "no appointments" message, I got the date picker. Yay! But I could not get to the next step, of choosing a time. I think the server requests were timing out. I kept changing the date, and then later tried changing the site, for two hours, and got no response. At 10, I hit the back button to see what would happen and got a "server not connected" message. That was all I got after that.
The next week I was in the same position at 7:50 and got the "no appointments message". Changed to Trujillo and then back to Lima at 7:53 and got the date picker, then the appointment time selector. The system was starting to slow down, I was able to get an appointment, but could not use the site's print/save function. By 7:55 the site was completely unresponsive.
So try having everything ready a few minutes before 8. Good luck!
The visit itself was smooth, relatively casual and efficient. They accepted my record check from the FBI and did not need the utility bill. They asked for both of my parents' names, my addresses in Peru and abroad, and my telephone number on the back of my passport copy. Better to bring a pen, but they were helpful with people who weren't ready for that. There was a long wait for the fingerprinting, so the whole visit took an hour and a half. My Peruvian wife was able to enter the facility, but they asked her to wait outside the room because there wasn't enough space for companions.
