Political parties express democratic pluralism. They take part in the formation and manifestation of the popular will, and in electoral processes. They are fundamental institutions for the political participation of citizens and the basis of the democratic system.
Political parties are associations of citizens that make up legal entities of private law whose purpose is to participate by lawful means, democratically, in the public affairs of the country within the framework of the political constitution of the Peruvian State and this law.
